MoE asked to plan expenditure as per funds allocated

DUBAI — In its letter to the Ministry of Education (MoE) regarding the draft budget for next year, the Ministry of Finance has demanded that the MoE plan its expenditure as per the funds allocated to it to maintain a balance in the budget.

The letter cited federal cabinet instructions regarding the projected revenues for the fiscal year of 2008. The Ministry of Finance also asked the MoE and all other federal ministries to submit their draft budgets for next year within the stipulated time.

It also urged ministries to commit themselves to the approved ceilings of this year’s budget. “The budget will be chalked as per the principles of financial planning, approved programmes and objectives and priorities,” the Ministry of Finance stressed, adding that the MoE should also explain the costs of projects and programmes.

The letter also called on each ministry to set up a supervisory committee to prepare and follow up on the implementation of its programmes.

The committee will also compile quarterly financial reports and mid-year performance reports and send them to the Ministry of Finance which will, in turn, forward them to the federal cabinet.

The committee will also be required to submit proposals aimed at boosting efficiency, improving quality of services and reducing expenditures.
