Ministry concerned over two students' double promotion

DUBAI — Officials of the Education Ministry’s Private Education Department are concerned that the precedent recently set by the double promotion of two students could cause confusion in future.

A source in the department said promoting the two siblings at the request of their father violated Circular No. 2/46 of 1995 that stipulated that no student shall be promoted without their passing proper tests designed for their age.

Dr Jamal Al Muhiri, Under-Secretary at the ministry, had promoted the children on an application from their father seeking promotion of his son from grade four to six and daughter from grade nine to 11 of the scientific research school.

Sources in the outstanding and special needs students department, meanwhile, admitted that the ministry did not have any regulations for double-promoting students without proper tests. Double promotions were granted in five cases in the past on the minister’s written order after submitting the students to examinations in the basic subjects of Arabic, English, Science and Mathematics in which they were required to score at least 90 per cent and to pass an IQ test.
