In several earlier interviews with Khaleej Times, officials of the Non Resident Keralites Affairs (Norka) had promised the launch of the scheme during the course of the LKS. However, officials said the programme is in an "advanced stage and will be launched soon".
Speaking to Khaleej Times on the sidelines of the event, Tom Jose, chief secretary of Kerala, said: "Since it is a financial matter, we are taking extra caution. We are examining with precision on how this (scheme) has to be done. The scheme has to be finalised step-by-step, and an algorithm must be prepared.
"Recommendations presented by the various standing committees are to be examined from a government level, and decisions will be finalised and implemented at a later stage."
Dr K Elangovan, principal secretary, industries and Norka, told Khaleej Times: "The programme is in an advanced stage, and in principle, the approval has been given."
Speaking about the deadlines for approval of the government schemes proposed at the LKS, Dr Elangovan said all proposals will receive detailed attention. "We cannot guarantee government actions. However, each proposal from the standing committees will be studied in detail."International Migration Centre
Announcing his recommendations, CV Rappai, standing committee chairman of the quality and prospects of migration issues, said: "Four proposals extended by the committee have already been implemented. The Government of Kerala is working to form a high-power committee for skill enhancement that will form detailed study for the prospects and challenges faced in the enhancement of quality higher education, the formation of skill development centres, a formation of foreign language institutes and creation of student exchange programmes with foreign universities.
"The centre will encourage migration-related studies, taking into account the recent trends in migration in Kerala," he added.
