The source was quoted by the Kuwait-based Arabic daily Al Anbaa, which said that the country's Ministry of Interior was investigating the video clip and the incident.
The clip showed a Kuwaiti national beating up a woman, an Arab expat, because she was begging.
"Intelligence personnel had arrested the suspect, and will interrogate him," the source said.
The suspect said in his statement that the woman was a beggar, and had approached him for alms.
According to the source, the woman took money from the Kuwaiti national's wallet when he took it out from his pocket.
The suspect justified his behavior saying he was diabetic and what he did was out of his control.
