This required chalking out a plan that considers coinciding between three factors — allocation of the site, finance and good management, the House said at a session held on Tuesday.

This, the council said, necessitates increasing the budget of the scheme to meet the needs of the applicants. The conferees discussed the non-availability of a comprehensive plan that pin-points the requirement of each and every area. The proposed plan should determine the priorities in executing the projects with aim of maintaining the public fund on one hand, and not wasting time in setting projects, with less need on the other.
