Education zones delegated new powers

DUBAI — Minister of Education, Dr Hanif Hassan, issued a decree yesterday delegating new powers to the directors of the educational zones and schools. The move was taken to eliminate the administrative impediments with the aim of upgrading the standard of work performance. The decree it was hoped will root out bureaucracy.

Dr Hassan praised the ceaseless support of the political leadership in promoting the educational system, and upgrading its standard in order to preserve the accomplishments of the UAE. Implementing education development programmes require teamwork, it was held. The minister pointed out that the Ministry of Education will play a pivotal role in the next period, linked to the general education policies and education planning.

The new powers delegated to the directors of educational zones and school principals will boost and cement relations between the elements of the educational process. The outcome of this decentralisation will be conspicuously seen and felt in all dealings of the administrative and teaching staff. The student will be the cornerstone and the crux of the process, the minister added

Decentralisation will also mean that all transaction can now be conducted without the usual complications and bureaucracy. It will also help keep the school day running as per schedule taking into consideration the time of all those involved in the education field.

Under the new decree, the directors of the educational zones will be delegated with new powers granted to them as per the decree no 4670 of 2002.

Accordingly, the directors of the educational zones are authorised to sanction the, 'To whom it may concern ' certificates to all bodies inside and outside the country. They are also empowered to initially approve the resignations of the members of teaching and administrative staff in case the replacement is made available or even in the event where no replacement is needed. They can also charge the fees of private school text books .

The directors of the Zonal education are also authorised to approve the study certificates of students from schools outside the country. They are also authorised, under the decree, to issue 'To whom it may concern' certificates regarding study leave certificate, number of studying years, annual result, good conduct certificates and sanction the issue of secondary school certificates outside the country.

The school principals, under the decree, are authorised to issue 'To whom it may concern' certificates to all agencies except the Department of Naturalisation and Residency and financial certificates addressed to the banks. School headmasters and headmistresses can also sanction the lists of nominees for promotion and adjustment of their status, issue and approve class promotion certificates from class 1 to 11 inside the country regarding the school study certificates, number of years studied, grades in order, annual result (Mark sheet), original copy of good conduct certificate as well as sanction school employees efficiency certificates.
