The teaching or administrative staff member can send the complaint directly to the zonal authorities if the principal has not done so in 15 days and obtain a receipt from the zonal office, according to the procedure that the Education Ministry has laid down as part of the new rules and regulations finalised.

The principal is required to forward the complaint even if it is against the administration.

The zonal administration will then submit the grievance to the Ministry’s department concerned. If the issue related to a legal matter, the complaint would be referred to the undersecretary in a week’s time.

In case an investigation is required, the matter would be referred to the undersecretary of the Ministry to issue relevant instructions the decision on which would be taken within 30 days.

The complainant will also have the right to submit his grievance or complaint directly to the undersecretary in case he/she did not get a reply from the zonal administration.

The complainant can in two weeks’ time appeal to the Minister on a decision of the undersecretary or the assistant undersecretaries
