DM launches new online service for city builders

DUBAI — A new online system for building, licensing and control was launched by Dubai Municipality’s Building Department. The new system is a comprehensive online system for receiving, processing, following up, delivering, evaluating and archiving of all 101 building department services.

The new system serves all those who work in the construction sector including consultancy offices, contracting companies, decor firms, demolition companies, and property owners. The system also includes a detailed, comprehensive and dynamic database of buildings in Dubai, and can be offered to concerned departments in the municipality through direct link or through GIS.

The system can provide all 75 services of Licensing Section, 13 services each of the Inspection Section, and Engineering Supervision Section.

The announcement of the launch of the system was made at a press conference attended by Qassim Sultan, Director General of Dubai Municipality, Mattar Al Tayer, Deputy Director General, Hussein Nasser Lootah, Assistant Director General of the Municipality for Planning and Building Affairs and Head of the e-Government Committee, Khalid Mohammed Saleh, Director of Buildings Department and AbdulHakim Malik, Director of Information Technology Department.

The online building licensing and control system is aimed at transforming manual working system with paper to e-Government system by utilising advanced Internet technology, while also simplifying and facilitating procedures for offering all the 101 services of the building department. The system will enable customers including consultancy offices, contracting, decor and demolition companies, and property owners follow up their transactions instantly and permanently via Internet.

Some of the benefits of the new system include doing away with the need to enter information in more than one systems in the municipality, by way of linking all systems and exchanging information.

As part of the new system, a detailed electronic database on buildings through a dynamic information card for each building, containing detailed information on the components of the building, which electronically changes as and when alterations are made on the building, is being set up. Also, it aims at setting up an electronic database on all procedures and transactions of the department, providing statistical information, performance indexes and various accurate follow ups.

The system will be gradually launched in three phases, involving the linking of services without any disruption of services and facilitating the transition of customers from the old to new system easily. The first phase that was launched yesterday involves 24 services that cover transaction regarding all types of building licenses, and one service that covers applications from contractors for inspecting construction site.

The second phase, which is expected to be launched in two months will cover some 30 services among the complimentary services of the Building Licensing Section, while the third phase, which is expected to be launched gradually before the end of December later this year will include 46 services that cover the services of the Building Inspection and Engineering Supervision sections and the remaining services of the Building Licensing Section.
