Abu Dhabi, Dubai Health Bodies Won’t Report to Federal Authority
ABU DHABI - The Health Authority-Abu Dhabi and the Dubai Health Authority will not be reporting to the newly-established Federal Health Authority (FHA), according to Minister of Health Dr Hanif Hassan.
“We do have the ministry (as the) federal umbrella.... (FHA is) part of the ministry, chaired by the Minister of Health and the local health authorities are part of it,” Dr Hassan, who is also the Chairman of the Board of Directors of the new federal authority, clarified on Sunday during a Press meeting to discuss the objectives of the newly-established government entity.
“The health authorities are not going to report to FHA,” he stressed.
However, the ministry will work on specific mechanisms of coordination between the FHA and the local health authorities to ensure integration of health services for the citizens and residents.
He added that FHA’s main responsibility will be for the operational side – the management of 14 government hospitals and primary healthcare centres in the Northern Emirates and, to some extent, in Dubai.
“The Ministry will no longer be responsible for the management of day to day operations and hospitals, which are part of the ministry. The new FHA will be responsible for that,” the minister said on the sidelines of the meeting.
On Wednesday, state news agency Wam had reported that the President, His Highness Shaikh Khalifa bin Zayed Al Nahyan, had approved Federal Law No. 13 of 2009, establishing the FHA as an autonomous body with independent budget and legal status.
Based in Sharjah, the authority will take over the executive responsibilities of the Ministry of Health. The ministry, meanwhile, will only focus purely on legislation and regulation as well as licensing and control.
“I think this is a major step towards improving the quality of (health) services and it’s a step which leads to decentralising the system (in the country). And there is a great potential for the MoH to benefit from the best international practices by focussing only on strategic issues,” Dr Hassan told Khaleej Times.
The minister said that FHA aims to improve the overall performance of the country’s healthcare sector in order to win the confidence of the community as well as strengthen the UAE’s reputation for the treatment and prevention of disease.
“The FHA will be responsible for the creation, management and development of federal government hospitals and health facilities. The FHA will ensure that these institutions will operate according to the highest international standards. This applies to the rehabilitation of existing hospitals, access to international accreditation, providing
outstanding medical services, building the capacities of medical professionals, conducting medical and health-related studies and research.
“The FHA will work to maximise outcomes in the context of careful expenditure. Finally, the FHA will be responsible for coordinating with local health authorities, universities, colleges, and the international hospitals to develop a successful medical system in the UAE,” said Dr Hassan.
