Dubai School Agency (DSA), part of the Knowledge and Human Development Authority (KHDA), organised the test in order to provide itself with an internationally credible baseline against which it can measure its strategy in the coming years.

TIMSS is an important educational assessment of student achievement in mathematics and science. It is being conducted by the DSA in partnership with the International Association for the Evaluation of Educational Achievement (IEA).
