Mohammed sets
up Noor Dubai Foundation

DUBAI His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice- President and Prime Minister of the UAE and Ruler of Dubai, in his capacity as Ruler of Dubai, has issued a law setting up the Noor Dubai Foundation, a non governmental, non-profit corporate body.

It will enjoy legal personality and independent legal capacity to pursue all its actions and achieve all its purposes and objectives in fighting against eye diseases and blindness within the emirate of Dubai and beyond.

The Foundation which will be headquartered in Dubai, with branches opening inside and outside the emirate, aims at combating eye diseases and blindness in Dubai and beyond, said Article 7 of the law.

Other objectives of the foundation include contribution to finance and support of the projects on combating the ailments, provide medical and therapeutic assistance to patients who suffer eye diseases and blindness.

It also supports the partnership between the international, local and civil organisations which have common goals in combating and stamping off eye diseases and blindness, prepare and provide the preventive services in the most affected countries. The foundation will also work to collect funds and donations for investment inside and outside the emirate after coordination with the bodies concerned.

The law also outlines the function and by-laws of the Foundation and its fiscal year which commences on January 1 every year and ends on December 31. According to Article 7, the Foundation will have a council of trustees, whose functions entail approval of plans and action programmes as well as the general policy.

Shaikh Mohammed also issued a decree setting up the Board of trustees of the Foundation, with Qadhi Saeed Al Moroshid as its chairman and Nasser Khalifa Al Badoor as his deputy.

He also issued a decree on the appointment of the board of directors of the Dubai Judicial Council with Esam Isa Al Humaidan as chairman.

The 11-article law and the two decrees will be effective from the date of issue, and will be published in the official gazette.
