Police to prevent crimes before they occur

Dubai - The new system would analyse methods of criminals to determine the nature and nationality of the perpetrators on the occurrence of crimes.

The Dubai Police are implementing a package of security programmes to look into the future of crime, including an electronic system for monitoring dangerous persons, revealed Major-General Khalil Ibrahim Al Mansouri, assistant commander-in-chief of the Dubai Police for Criminal Investigation.
He said the new system would analyse methods of criminals to determine the nature and nationality of the perpetrators on the occurrence of crimes.
Al Mansouri said that the General Department of Criminal Investigations look into the future of crimes over the next 10 years, to prepare studies and develop possible scenarios in order to train the sleuths to confront them before crimes occur.
Lt-Col Rashid bin Dhabowi Al Falasi, director of the crime monitoring department, said that the Home Security initiative remains one of the most important programmes implemented by the Department of Criminal Control and allows free registration for any resident. It prevents home thefts during absence of residents by continuous follow-up by patrols and police stations. 
He added that one of the most advanced programmes implemented by the department is the "Alarm" programme, which monitors, analyses and categorises all the complaints daily and provides a very accurate forecast of the possible places of repeating the same crime. The department alerts the concerned teams and police stations in the area to prevent any occurrence of the crime, he said, adding that the initiative had contributed to the reduction of crime in many areas after providing important information to field teams. 
Maj-Gen Al Mansouri stressed the absence of what can be considered a "criminal phenomenon" in Dubai. "Monthly meetings are held to evaluate and analyse the crime index. In case of repeated reports of crimes such as thefts, the police interferes immediately to curb them before they turn into a phenomenon."
He explained that the department of criminal control contributed in resolving important cases such as car thefts committed by people with precedents through analysis of criminal methods. The perpetrators were identified by comparing the method of execution of crimes that they used before entering prison. 
"The Alarm programme helps to prevent crimes by analysing the time and date of crimes, and how criminals work in certain crimes such as burglary of houses and villas. This requires analysis of criminal methods to assess the behaviour of suspects who have criminal records. All the information regarding the criminals are stored in the system, so that it can be reviewed easily and an automatic warning can be issued in case of repetition of similar crimes," he explained.
Another important programme implemented by the criminal control department is an electronic system known as "Security Map". "It is used to identify hotspots that experience disturbing crimes and provides field support to the criminal investigation teams by monitoring suspects and recording their methods. The system is also used to monitor the thefts and identify the perpetrators and recover the booty in cases that have not been resolved. This has been used to recover 17 cars that were stolen by a gang and as the police followed up the case until they were recovered one year after the crime."
He stressed that the availability of accurate data for the stolen items helps in the process of tracking them in case of the arrest of the accused in some other cases of theft.
