A heartwarming photo of His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, meeting the mother of a Dubai Policewoman is making rounds on the internet.

At the Mohammed bin Rashid Government Excellence Award ceremony held at the Emirates Palace Hotel in Abu Dhabi on Wednesday, Shaikh Mohammed awarded the medal for Best Administrative Employee to Halima Al Matroushi from the Ministry of Interior.

According to Al Arabiya, Matroushi let her mother receive the award from Shaikh Mohammed, as it had been her long-time wish to meet the Dubai Ruler.

"The UAE has paved its way into the future and has built a generation of innovative and excellent achievers and leaders who deserve to be celebrated," said Shaikh Mohammed at the award ceremony.

He congratulated the winners, adding, "We see in this ceremony a prime opportunity for galvanising efforts and channelling them to move our nation forward towards excellence, and to serve our people and maintain the UAE's leading position in all sectors and at all levels."

He said that the fourth-generation Government Excellence System was developed in the UAE but "it has now gone global as it is comprehensive, future-focussed and encourages innovation and progress. It is a uniquely Emirati achievement and a role model for governments the world over. Today, we honour pioneers of excellence in our government, pioneers who have achieved excellent results as measured by the Government Excellence System, which tracks and evaluates the work of all government departments.

"Under the leadership of the President, His Highness Shaikh Khalifa bin Zayed Al Nahyan, the UAE, the country has made great strides in its race to the top spot in various sectors. We believe excellence is an ever-evolving journey, one we can build through expertise and experiences to devise forward-looking plans and formulate solutions for the challenges that face us," he added.

"We maintain a realistic outlook regarding excellence, which we do not view as an achievement, but rather a challenge. The achievement is the future that we build for the people of the UAE," Shaikh Mohammed added.

"People are at the very core of government work. Their well-being and happiness are the objective and the end goal. That is the main criterion for measuring government excellence," he noted.

The award ceremony was attended by Shaikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council; Shaikh Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai and the UAE Minister of Finance; Shaikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman; Shaikh Rashid bin Saud bin Rashid Al Mu'alla, Crown Prince of Umm Al Qaiwain; Shaikh Mohammed bin Saud bin Saqr Al Qasimi, Crown Prince of Ras Al Khaimah; Lt. General Shaikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior; Shaikh Dhiyab bin Mohamed bin Zayed Al Nahyan and several ministers, officials and decision makers in the federal government.

Shaikh Mohammed is not only known to drive around Dubai without much protocol but interacts with residents at events and public gatherings - and even 'photobombs' them!

Here are five moments when he showed that he is indeed the 'people's ruler':

The Time When A Cute Emirati Girl Mimicked Shaikh Mohammed

Last year, Shaikh Mohammed met an adorable Emirati girl, whose video of her 'mimicking' one of his speeches, went viral.

This time, Muhra Ahmed Al Shehi even got to imitate his speech in front of one of the most loved Arab leaders in the world.

Shaikh Mohammed retweeted a video - of the little girl mimicking one of the lines he previously said in a speech, and expressed his desire to meet her.

"This little girl impressed me, god bless her. I want to visit her, does anyone know who she is?" said Shaikh Mohammed's tweet.

Shaikh Mohammed also tweeted about his meeting with the little viral star, calling her the 'queen of children:

"With my daughter Muhra Al Shehi - an emirati angel and the queen of children"

The Time He Held A Mic For A Young Boy As He Recited A Poem

In an Instagram video posted last year, Shaikh Mohammed obliged a young Arab boy, after he requested to recite a poem for him.

The generous leader not only heard his recitation patiently, but held the mic for him all the while.

The incident took place when Shaikh Mohammed was attending a horse racing event.

The Time Shaikh Mohammed Made A Surprise Visit To Dubai Airport

The Ruler is known to make surprise visits to government offices and public places to ensure that employees and officials are offering quality service to consumers and in this case - passengers.

Earlier in 2016, Shaikh Mohammed made one of his surprise visits early in the morning to check if employees were on time and attending to passengers at Dubai airport.

While he walked around with his team, the Ruler was seen interacting with people as well as employees working at the counter.

The Time When The Dubai Ruler 'photobombed' An Emirati's Video Selfie

It's not everyday when an Emirati or expat gets to meet one of the most dynamic leaders in the Arab world, but one lucky Emirati had an encounter with the Ruler that she will never forget.

This video that went viral was recorded by an Emirati woman at a recent event. The Ruler surprised her by suddenly walking away from his team and entering the frame of her video selfie - showing once again that he has quite a sense of humour.

Shaikh Mohammed has always maintained that for a prosperous and stable state, the leaders need to listen to the people and interact with them.

The Ruler has always put people first, Emiratis and expats, and continues to be one of the most active heads of the state in the region.

Even on social media, he is one of the most followed leaders in the world, with millions of followers on Twitter, Facebook and Instagram.
