Ajman to enforce minimum wage rule for teachers
(By a staff reporter)

27 April 2004
AJMAN - Teachers and other employees on the pay roll of all Arab and foreign private schools in Ajman will have their salaries and wages transferred to their bank accounts with effect from next month.

The move which has been taken by Ajman Educational zone is designed to guarantee the rights of employees and force  school administrations to abide by the minimum wages rule. This came in an exclusive statement given by Abdullah Obaid , director of Amman Educational Zone, to Khaleej Times on Monday.

The decision was taken following complaints lodged by teachers of some schools in the emirate stating that the management of their schools forced them to sign on payrolls stating that every teacher is paid Dh2,000 as stipulated in Article 74 of the executive regulation governing the private education regarding teachers wages, while in reality they were paid Dh1,500 each. According to the complaints, the school managements sent the first pay roll to the educational zone and kept the second one, he said.

He said that such approach was pursued some private schools in all other educational zones.

This, he said, had perplexed the department concerned at the ministry of education towards such manipulation, but the zone found the solution resilient in transferring the salaries and wages of all teaching, administration staff and the technicians to the banks and make it compulsory. In case a school management refused to abide by the order, all dealings with the educational zone and the ministry would be suspended, he said.

Meanwhile, Moussa Gharib Juma, Head of the private education section at Ajman Educational Zone, said that private schools would furnish the administration with the name of the banks which they will deal with. Mr Gharib said that the zone would ask the schools not to delay paying the salaries as well as those paid in summer time (July and August).

This would be compulsory after it appeared that some school managements were deliberately delay payment of a month salary before the commencement of summer vacation and other paid after the end of it. All schools would be forced to pay the salary of the two months before the commencement of vacation, he said. Mr Gharib said that the administration of the zone would pursue a new policy towards the uncommitted private schools to rules and regulations.

Elaborating, he said the Administration of his section discovered that a number of school managements used to terminate the services of their teachers in May to avoid paying them the salaries during summer vacation. He said under the new policy all dealings with violating schools would be halted as well as endorsement of the certificates they issued.

In case the erring schools continued violating the rules, the administration would ordered closure of the institutions and would not leave any school management manipulate or delay paying their respective teaching staff, he added.
