Bahrain initiates fresh scrutiny of passenger boats

MANAMA — The Coast Guard has asked all owners of passenger boats in the country to report to its office with the complete set of relevant documents for a fresh scrutiny, following the tragic pleasure boat accident that took place last Thursday night killing 58 people of 16 nationalities.

The documents include the vessel and commercial registration papers, insurance and technical safety certificates, licence to carry passengers as well as the licence of the captain.

The Public Prosecutor at the Central Governorate, Said Nawaf Hamza, said that according to the head of Coast Guard, the Al Dana, which capsized here, was not licensed to undertake tourist trips, and that it was inaugurated last month only as a 'floating restaurant', not a passenger vessel. The party organiser told the prosecutor that he had negotiated on behalf of the company to hold the party on board the boat for 150 people and had asked the owner about the maximum number of people the vessel could accommodate. While, the boat had capacity of only 100 people, he was informed that it could carry up to 200.

During interrogation, the captain admitted that he did not have a captain's licence but only a licence to ply a traditional boat. The prosecutor noted that on the fateful day the captain and his assistant had contacted the boat's owner Abdulla Al Kobaisi and warned him of the dangers due to the rising number of the people as well as about the party-related food and beverage cargo on the boat. Considering this, the captain had refused to sail. The captain also said that he had informed the owner that the boat was wobbling and had reportedly refused to sail. However, the owner ordered them to go ahead on the sea trip.

In a separate interrogation, the boat's assistant captain admitted that he did not have an assistant captain's licence. When the boat began to wobble increasingly and when some of the guests left the boat after being aboard sensing possible danger ahead, an official of the organiser went to the captain to know the situation. There he found that the captain was already explaining the situation to the owner. The organiser also spoke to the owner about the problem, but he was assured that there won't be any problem.

Hamza, who was the official spokesman for the Public Prosecutor, was accompanied by Central Governorate Deputy Prosecutor Wael Bu Allay, Muharraq Prosecutor Osama Al Ufi, Deputy Prosecutor Nawaf Al Moawdah and Northern Governorate Prosecutor Ahmad Buchiri at the Press conference. The Public Prosecutor has on Tuesday held the owner, the captain and the assistant captain responsible for 'unintentional murder'. Investigation continues and the case will be presented to the court in due time.
